The primary purpose of this position is to install, modify, troubleshoot, maintain and repair interior/exterior high and low voltage electrical distribution and associated electrical/electronic control systems. Provides base civil engineers, world wide, with expert level support on electrical equipment that is beyond the capability of base level personnel.Responsibilities
Incumbent is an expert on electrical power systems and equipment.
Uses state of the art, highly complex and technical test equipment to perform depot level maintenance and repairs on sensitive electric/electronlc equipment.
Installs, modifies, tests, repairs and maintains transformer, cables, switches, circuit breakers, mechanical and electronic systems and other circuit elements found in substations and power plants.
Uses complex infrared thermography equipment to inspect complete electrical systems to identify deficiencies, reliability, and potential failures.
Serves as a team member or a specialized mobility team.
Uses safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.
Prepares accurate reports of site visits, travel vouchers, supply documents and conducts briefings to staff personnel.
Keeps abreast of emerging technologies and their application in power generation and distribution systems.Travel Required

This position is emergency-essential (EE). The incumbent of this position must meet all requirements of EE positions. and requires that the incumbent. or the designated alternate, be removed from any recall status.
May be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases.
In the event of a crisis situation, the incumbent or designated alternate, must continue to perform the E-E duties until relieved by proper authority.

Position may require that the employee be certified in the use of a respirator and/or air-fed hood.
Position requires the employee to drive a motor vehicle and/or fork lift. Appropriate, valid and current drivers/operators license(s) are required depending on type of vehicle or equipment. Qualifications
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-2800 Electrical Installation And Maintenance Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of a High Voltage Electrician without more than normal supervision
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Advanced knowledge of technical practices in order to plan, layout, and complete maintenance or repair needed for electrical distribution and control equipment.
Advanced knowledge of low, medium and high voltage electrical distribution and control apparatus such as transformers, circuit breakers, protective relays, and transfer switches.
Advanced knowledge of and ability to install and maintain high-tech electrical/electronic control systems such as Supervisory Control and Data Acquisition (SCADA) systems. and Programmable Logic Controllers (PLC's)
Advanced knowledge of electrical and electronic theory and instruments used in shop and trade practices.
Advanced knowledge of troubleshooting and locating defects and trouble spots.
Advanced knowledge of safety regulations, procedures and practices and ability to operate safely.
Advanced skill in using and maintaining electrical tools and test equipment such as, phase rotation meters, digital lest equipment, fault finding equipment, frequency generators, oscilloscopes, synthesizers, phase shifters, complex infrared thermography equipment, ammeters, voltmeters, multi-meters, meggers, graphic recorders, and common hand tools.
Ability to install, modify, test, repair, troubleshoot, and maintain electric power generating and distributing equipment without more than normal supervision.
Ability to use and/or create electrical drawings, blueprints, circuit diagrams, schematics, and logic diagrams.
Ability to apply shop procedures, policies, written and oral instructions, and directives sufficient to provide training to others.
Knowledge of military unique equipment used to support contingency requirements. Specifically Mobile Electric Power (MEP) generators, Primary Distribution Centers (PDC), Secondary Distribution Centers (SOC), and Environmental Control Units (ECU). Must have the ability to perform depot-level maintenance and repair capabilities at bare base encampments. Must be knowledgeable of theories, principles, practices, techniques and application of all WRM assets.
Knowledge of regulations, procedures and policies related to records maintenance and documentation.
Ability to communicate effectively both orally and in writingPhysical Conditions:
The employee frequently performs moderately heavy lifting, pulling, and carrying of equipment and material up to I8 kilograms (40 pounds) and occasionally, lifts or pulls heavy cables and equipment weighing more than 23 kilograms (50 pounds) with the help of weight handling equipment or with assistance from other workers. Work requires bending, stooping, climbing and standing for long periods. At times, works in awkward positions and restricted spaces where coordination of hands, legs and body are needed to perform tasks.
Work Conditions:
Employee works indoors and outdoors. Exposed to heat, noise and vibration in power plants, and to extremes of weather when outside. Working conditions in power plants frequently include, wet slippery surfaces, poor illumination, unpleasant orders. gases, fumes, and exposure lo oils, lubricants, and chemical cleaning agents. The employee is subject lo bums. chemical irritations, shocks, bruises, cuts and strains. Involves working on ladders, on and around rotating machinery, and energized electrical equipment. The incumbent must follow numerous safety procedures and wear safely equipment which includes safety shoes, glasses, and respirators. Some safety items may be uncomforted to wear or use, and may be worn or used for long periods. Some projects require the employee to work around high voltage electrical generating and distribution equipment and rotating machinery in excess of I00,000 pounds, and/or high voltage equipment in excess of 13,800 volts.
