External Workforce Center Business Partner

Amgen is searching for an External Workforce Business Partner as part of our External Workforce Center, for Amgen’s various business units. This Business Partner is based out of the Amgen Capability Center in Tampa, FL. and will report to the Sr. Manager of the External Workforce Center (Contingent Labor and Project-Based Worker Program).

As Amgen manages the life cycle of their contingent labor/external workforce (i.e. temp workers, consultants, outsourced services, etc.), the Business Partner will support Amgen Functions through aligning with the respective functions’ stakeholders, understanding the external worker needs and opportunities, addressing questions and directing internal customers to the appropriate sourcing channels, and providing oversight and guidance according the External Workforce Policy.

Key Activities for the Business Partner includes:

  • Uses consulting skills to work with business leads to achieve key objectives and increase effectiveness of the utilization of external workers (contingent labor and project-based workers)
  • Educates business on external workforce processes, utilization, categorization, etc.
  • Partners with key suppliers to ensure smooth processes
  • Drives operating efficiencies by understanding business needs and complex supply markets
  • Works with Regional Leads of the External Workforce Center on key escalations
  • Works with the business unit leadership to define reporting requirements to provide insights and inform decision-making for the functional clients supported
  • Aligns with other Business Partners and External Workforce Regional Leads to maintain consistency
  • Ensures proper categorization of external workers for appropriate business unit’s external workforce
  • Delivers external workforce metrics to business unit leadership and management
  • Liaises between EWC and business on larger external labor on/off-boardings (e.g. outsourced supplier changes)
  • Partners closely with Global Strategic Sourcing (GSS) Category Managers to support business with opportunities for refinement of their category and/or savings, provide consolidated view of all external labor usage to business and drive business outcomes
  • Partners with GSS and HR to ensure strategies are aligned
  • 20% travel is expected
  • Basic Qualifications :

    Doctorate degree
    OR
    Master’s degree and 2 years of Human Resources and/or Procurement and/or Strategic Sourcing and/or Finance and/or Shared Services experience
    OR
    Bachelor’s degree and 4 years of Human Resources and/or Procurement and/or Strategic Sourcing and/or Finance and/or Shared Services experience
    OR
    Associate’s degree and 10 years of Human Resources and/or Procurement and/or Strategic Sourcing and/or Finance and/or Shared Services experience
    OR
    High school diploma / GED and 12 years of Human Resources and/or Procurement and/or Strategic Sourcing and/or Finance and/or Shared Services experience

    Preferred Qualifications :

  • Professional experience operating in an external workforce program for a large (10K+ employees) global corporation (ideally in Pharma / Life Sciences sector or other regulated industry)
  • Experience with working with MSP / SOW programs
  • Bachelor’s degree with emphasis in such areas as management, human resources, finance, or strategic sourcing
  • Combination of management consulting, strategic sourcing, and/or project management experience
  • Strong familiarity with MSP and SOW program trends and best practices
  • Experience with key systems such as Fieldglass, Ariba and Workday
  • Knowledge of applicable employment laws, regulations, contracting and business practices related to external workers
  • Demonstrated ability to handle multiple competing priorities, adapt to ever changing demands, and possess an intellectual curiosity, desire and ability to understand the business.
  • Strong analytical, problem solving, consulting, and management skills
  • Outstanding communication and interpersonal skills
  • Ability to interact with and influence all levels of management, and executives.
  • Ability to partner well with business and corporate functions (HR, Legal, Finance, IS, and GSS)
