The George Mason University, Human Resources and Payroll department invites applications for an Assistant Vice President of HR Operations. The Assistant Vice President ( AVP ) of HR Operations will report to the Vice President of Human Resources / Chief Human Resources Officer. The AVP of HR Operations serves as a member of the HR departments senior leadership. In fulfilling this role, the AVP directs HR/Payroll units responsible for Benefits, Classification & Compensation, and Payroll. The AVP will be responsible for monitoring industry trends, developing related strategies in support of the Universitys mission, implementing programs to advance GMUs Central HR priorities, and act as the liaison to university-wide initiatives and committees seeking input on HR operational matters. The AVP will foster strategic collaborations and build partnerships that drive organizational effectiveness and superior service in support of the universitys mission and vision.


  • Strategy, leadership and oversight of Human Resources operational services delivery, supporting processes and technology solutions including: Classification & Compensation, Benefits, and Payroll, in a continuous improvement culture.
  • Establish services orientated delivery model, identifying, leading and coaching team to execute HR Operations excellences with efficiency and effectiveness.
  • Develop and organize teams by providing an exceptional level of customer service and ensuring compliance with federal, state, local and University regulations and policies.
  • Collaborate with other functional leaders and business partners to assure programs, policies and initiatives are developed and delivered.
  • Provide strategic HR oversite of state and federal laws and regulations affecting operations at George Mason University.
  • Consult and partner with business units and Provost Office on compensation strategy to develop and manage a viable compensation plan.
  • Communicates with and educates managers and employees on changing legislation and/or University policy with respect to employee compensation and benefits.
  • Develop and oversee fiscal controls and audit practices. Primary unit contact for all audit requests. Provide leadership and technical expertise to continuously improve payroll processing and communication with customers in regards to payroll standards and best practices to ensure tax and financial reporting requirements are met. Review and consult with business partners on complex tax issues including multi-state, international and expatriate issues;
  • Ensure accurate and timely reconciliations and prompt payment of payroll deductions and benefits;
  • Recommend changes in methods or procedures to improve the efficiency of Banner as it relates to core HR competencies to include Compensation, Benefits, and Payroll.
  • Development of meaningful KPIs and other metrics as measurement and predictive analytical tools.
  • Ensure sufficient oversight and controls are maintained that mitigate risk, and ensure compliance in all areas while continuing to ensure segregation of duties when needed.


  • Bachelors degree in human resources, accounting, finance, or a related field with equivalent experience required.
  • Relevant professional certifications to include SHRM -CP/ SCP , PHR / SPHR , Certified Payroll Professional ( CPP ), Certified Employee Benefits Specialist ( CEBS ), or Compensation Management Specialist ( CMS ) preferred.
  • Minimum of ten (10) years of HR leadership experience in a large, complex organization with multistate and international footprint. Experience in higher education or a public setting is preferred.
  • Extensive working knowledge of laws and regulations related to organization-wide Benefits, Classification & Compensation, and Payroll departments.
  • Extensive knowledge of international, federal, state and local tax regulations, and demonstrated experience developing and implementing payroll processes in compliance with payroll standards, legal compliance and best practices and tax filings, including 941 and 1042-S.
  • Extensive experience in managing benefit, retirement, and leave programs.
  • Deep understanding of interfaces and account reconciliations.
  • HRIS system management experience required. Banner, ADP , and time collection systems experience desirable.
  • Demonstrated experience in successfully partnering with multiple stakeholder groups from diverse backgrounds and build consensus in a large, rapidly growing organization.
  • Strong business acumen to understand key business drivers, organization communications and data, organizational and unit performance measures, as well as understand the impact and implications of decisions on leadership objectives.
  • Excellent analytical, oral, written and interpersonal communication skills.
