Position Summary

This role is an important member of the government and public affairs team. The policy analyst, state government affairs, at the direction of the group vice president of government and public affairs, is responsible to develop, research and track state policy positions that align with broader Horizon policy priorities and that of our patients. This role works closely with state government affairs and legal experts to read and analyze legislative language from bills in various states, compare against Horizon's position and work with the team to identify legislative modifications as relevant. The individual will provide support for the company's advocacy activities to members of the state government affairs team. The policy analyst will summarize state trends to help internal stakeholders understand the implications of legislation so they can make operational and market decisions relevant to developing state legislation. The state landscape can be dynamic, varied, and fast paced with short timelines as necessitated by state legislative calendars and other deadlines. As such, this role must work closely with internal stakeholders to prioritize issues effectively.

Responsibilities

  • At the direction of the group vice president of government and public affairs, the policy analyst will develop, coordinate and execute research projects to meet the needs of the state government affairs department, and in conjunction with other departments within Horizon Therapeutics
  • Continually monitor and evaluate state policy to help leadership identify potential opportunities or threats to Horizon and/or it's patients. Prepares and maintains a state legislative tracking grid, disseminates organizational status updates on upcoming changes in policies.
  • Gathers the necessary background information and coordinates with the group vice president of government and public affairs, along with collecting input from internal issue experts and business leaders, so the company can develop positions and appropriate action plans on impending policies deemed critical to Horizon's overall corporate strategy
  • Drafts health policy advocacy materials, including talking points, fact sheets, policy briefs, position papers and letters. Helps prepare public comments and testimony in support of the company's position. Facilitates the development of these tools through coordination with internal issue experts and business leaders.
  • Assists in preparing, and at times presenting, presentations for organizational leadership, staff, government and other external audiences
  • Establish an office-wide organizational system for cataloging, organizing, storing, and updating department documents and data; assuring the overall quality of these documents and data through, among other things, the documentation of sources
  • The position will work with several individuals/functions including, but not limited to, individuals in commercial, legal, compliance, managed markets, analytics, patient advocacy, medical affairs, corporate communications, federal government affairs, pertinent trade associations and various consultants to help identify and prioritize public policy priorities for the company. This person must work collaboratively across all above-mentioned functions to ensure a comprehensive view and maintain strong collaborative relationships with key stakeholders.
  • In coordination with the group vice president of government and public affairs, participate in internal and external state government affairs policy and other relevant committees when necessary to advance the department and organization mission
  • Assist with interaction with key trade association relationships to ensure optimal alignment with priority policy issues
  • Attend local, state and industry meetings and hearings as necessary and as directed by the group vice president of government and public affairs
  • Performs other job-related responsibilities as requested


Qualifications and Skills Required

  • Bachelor's degree required with a preference for it to be in political science, public policy, public health or communications or a related field
  • 2+ years professional research experience or related work in policy, advocacy, communications in a health-related entity, nonprofit organization or government
  • Ability to understand legislative text;
  • Must be comfortable with dynamic, varied, and at times fast paced state environment with short timelines as necessitated by state legislative calendars and other deadlines;
  • Possess outstanding project management skills and keen attention to detail with the ability to organize and monitor multiple projects and files to ensure timely and accurate completion;
  • Have strong research skills and knowledge of sources of information on state policy issues and process and healthcare environment including payer issues;
  • Have a demonstrated ability to write/develop business documents (e.g., e-mails, memos, and PowerPoint presentations) clearly and succinctly in a timely manner, as well as possess the ability to translate complex issues into and write for multiple audiences. Be able to comfortably and thoroughly present such information internally;
  • Must be able to work independently, lead initiatives, and function exceptionally well within a team;
  • Must be able to succeed in a highly matrixed organization with multiple project teams and issues;
  • Proficiency with MS Office Suite and Internet required.
