The agency chief financial officer at Minnesota Management and Budget is managing the department's overall financial and administrative functions. Significant items within the scope of this work include:. Provide strategic direction and management for all financial resources, including integration of new programs, priority setting, and resource allocation.. Advise the commissioner and deputy commissioners on the department's financial status to inform sound financial management decisions.. Direct oversight of financial accounting and reporting, cash management and implementation of all fiscal control policies and procedures for the department.. Serve as an integral member of the department's executive leadership team.. Advise on enterprise financial management decisions.. Lead certain enterprise CFO activities, such as chairing the monthly meeting of agency CFOs and reviewing requests for special expenses for international travel and other non-standard items.. Support enterprise strategies related to equity and inclusion, sustainability, and continuous improvement.. Direct and manage the Fiscal and Administrative Units to ensure the needs of the department are met in an efficient manner.. Manage the preparation of biennial and supplemental budget requests.. Coordinate the internal MMB fiscal note process.. Serve as the facilities manager.. ** NOTE: Interviews for this position will be conducted during the period of July 15--July 22, 2019.. Qualifications. Minimum Qualifications:. Applicants must meet one of these three experience requirements:. Five (5) years of leadership or supervisory/managerial experience which includes development and management of financial policy, budgets, funding strategies, revenue/cost-forecasting, financial processes and controls related to functions.. Bachelor's Degree plus three (3) years of experience as described above.. Master's Degree plus two (2) years of experience as described above.. Knowledge, skills, and abilities in the principles of supervision sufficient to effectively hire, lead, motivate, develop, foster teamwork, assign work, evaluate, discipline, reward, and manage direct reports.. Ability to lead and manage change.. Ability to build collaborative relationships and to influence/negotiate positive outcomes with internal and external stakeholders.. Communication skills sufficient to effectively direct the work of staff and to convey and promote MMB programs.. Knowledge of the principles and practices of public administration/management and an understanding of state laws, rules, and regulations as they apply to financial services..
