The Marblehead Public School District is actively seeking experienced and highly qualified candidates for the position of Director of Business and Finance, The Director of Finance and Business will administer all aspects of the school district s business and finance operations. The primary responsibilities will include managing a municipal financial accounting system, preparing the annual budget and monitoring expenditures, preparing, and analyzing strategic and long-range planning projections, and food service operations. The Marblehead Public Schools is a suburban district located on Boston s North Shore with approximately 3,100 students spanning grades PK-12. There are three elementary schools serving grades K-3 (Gerry/ Coffin, Bell, and Glover); and one upper elementary school for grades 4-6 (Village); a middle school including grades 7 and 8 (Marblehead Veterans); and a comprehensive, college preparatory high school serving grades 9-12 (Marblehead High School). In addition, there is a preschool program for 3 and 4-year-old students at Glover School and a Post-High School Transitional Program for young adults ages 18-22, based at the Eveleth School. Marblehead is a high performing, top-tier district, focusing on academic achievement, social-emotional learning, and personal growth. With an average class size of 23 students and a full inclusion model for special education, the district strives to address the needs of each student. The Marblehead Schools is also one of thirty-eight METCO districts. The METCO Program is funded in part by a grant awarded by the Commonwealth of Massachusetts. It is a voluntary program intended to expand and enhance educational opportunities, increase diversity, and reduce racial isolation, by allowing students from urban communities to attend public schools in communities outside of their assigned school district. The qualifications for this position include: a Master s degree in Business Administration, Education, Accounting, or related field; successful administrative leadership experience and demonstrated successful leadership skills in an education setting; excellent communication skills; a proven ability to work collaboratively and build partnerships within the schools, the community, and with town officials; knowledge of and demonstrated understanding of Massachusetts General Law and Massachusetts Department of Elementary and Secondary Education (ESE) policies and procedures; demonstrated understanding and application of Massachusetts procurement law; exemplary performance and demonstrated leadership in business and finance and municipal financial management; and administrative experience as a Director of Finance, School Principal or one of comparable leadership responsibilities. A Massachusetts Department of Elementary and Secondary Education license as a School Business Administrator is required. Business Services Develops and maintains procedures for managing and monitoring the school system s financial resources Develops the annual budget in conjunction with the administration and participates in communicating it to the School Committee, Town officials, faculty and staff, taxpayers and other constituencies Monitors the monthly budget; prepares monthly financial reports to schools and to Superintendent and School Committee; prepares quarterly projections and periodic analyses as requested by Superintendent Prepares state and federal financial reports in support of grants and compliance requirements Massachusetts Teachers Retirement administration Uses data to make well-informed decisions Directs the competitive bid process and negotiates vendor contracts Supervises preparation of accounts payable Warrants and weekly payroll submission Supervises the director and monitors activity of the food service programs; oversees state and federal regulations Plans bus fleet replacement program with Transportation Coordinator/Executive Director of Technology and Operations Implements and supervises policies regarding community use of indoor/outdoor facilities collects tuition and deposits with Town Treasurer Maintains active liaison with Town Accountant, Treasurer and Town Administrator Oversees administrative use of Town accounting and payroll computer systems Assists with collective bargaining activities, including preparing financial analysis and the rationale of management proposals Acts as administrator of the School Department s 403 (b) staff retirement account program Additional duties may be assigned as required Personnel: Supports the Director of Human Resources as a school administration collective bargaining representative with all unions; prepares reports, proposals, and financial analyses as needed. Meets collective bargaining contractual obligations Supports the resolution of contractual issues and grievances Additional duties may be assigned as required. Administration Prepares reports for the Superintendent, as requested; attends School Committee meeting Assists in the system-wide strategic and long-range planning; prepares annual enrollment report, K 12 projections, and the census report Provides support to Principals and other administrators as they carry out their business Building management and operations responsibilities Attends conferences and meetings related to current school business and personnel practices; represents the Superintendent at local and/or state meetings, as requested Evaluates supervised staff Additional duties may be assigned as required KNOWLEDGE, SKILLS, and ABILITIES REQUIRED: Must be a highly motivated, self-starter who can work independently and without extensive supervision Strong written communication skills Strong analytical and technical skills required to support database management forecasting, cost-benefit analyses and decisionmaking activities using financial software Effective interpersonal communication and listening skills Ability to analyze complex business and financial issues and develop proposals leading to solutions Ability to exercise sound judgment and a high degree and diplomacy in responding to and resolving issues and problems in a highly professional manner Ability to work effectively in a union and collective bargaining environment Flexibility to meet changing work needs and demands Must be highly organized, detail oriented and maintain confidentiality Knowledge of organizational change processes Knowledge of staff development Knowledge of staff evaluation Knowledge of budget preparation and management Ability to work well with people Knowledge and implementation of relevant technology Ability to effectively plan and implement Knowledge of curriculum and program development processes Current knowledge of all program and curriculum areas Effective conflict resolution skills Must be able to assist in the protection of students and school property, assist the principal in fire and other emergency drills as required by law and School Committee policy To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. Must be able to walk and stand on tile flooring for up to 1-2 miles per day, lift up to 25 pounds, bend and twist regularly at the waist, knees, and neck WORKING CONDITIONS: Frequent deadlines under pressure Use technology for office administrative and financial operations Multitasking amidst interruptions, changing priorities and adjustable timelines Attendance at state and local meetings Regular exposure to the public and media TERMS OF EMPLOYMENT: 12-month position.
